Investments in the creation of composite materials production.
The "Roadmap" for the development of the industry, approved by the Ministry of Industry and Trade of the Russian Federation, assumes the amount of financing from the federal budget in the amount of more than 30.5 billion rubles.
The goal is to increase production in the composite industry to 81.3 billion rubles by 2024.
Over two hundred enterprises and companies are involved in the production of composites in Russia today.
The materials are used in mechanical engineering, automotive, aviation and shipbuilding, space, military, construction, energy, chemical, medical, sports and other sectors of industry.
An impressive share of imports of raw materials for the production of composites: low-tonnage chemicals, composite polymers, reinforcing fibers, epoxy resins and auxiliary materials for their production.
Development of composite industry projects in the Ulyanovsk Region
Formation of a regional industrial cluster providing industrial cooperation in the field of composite technologies in the Ulyanovsk Region began more than 10 years ago. Aviation enterprises of the region became the foundation of the cluster, first of all, the Aviastar SP plant and the AeroComposite-Ulyanovsk enterprise.

The region has localized the production of blades for wind turbines, the production of composite aircraft wings, composite building materials, trim molding made of wood-polymer composite, metal matrix composites based on non-ferrous alloys, the production of composite aircraft assemblies, the production of fiberglass sheets, parts and components for various industries.
- a high-quality system of personnel training and advanced training and competencies:
- Ulyanovsk State Technical University (UlSTU) – training of students in the field of "Materials Science and Technology of Materials", as well as "Design and Technological Support of Machine-building Industries". The university has scientific experience in the field of composite materials, the specialization of UlSTU is the production and research of multi-walled carbon nanotubes.
- Training Center for the Study of Composite Materials – opened in August 2022 jointly with Umatex (Rosatom State Corporation) on the basis of the Institute of Aviation Technology and Management (IATM) of Ulyanovsk State Technical University (UlSTU).
The educational and scientific laboratory presents a full production cycle – from the design and prototyping of the layout to parameter control and final processing of parts.
