Industrial Park “Inza”

Industrial park "Inza" with the area of about 14 hectares will be created on the territory of the municipal formation "Inza Urban Settlement" of Inza district of the Ulyanovsk region and will be located by the motorway "Inza - Ulyanovsk" in the south-western part of Inza city near the existing industrial enterprises.

        Competitive advantages of the industrial park for future residents:

        1) The site will be fully equipped with necessary engineering infrastructure.
        2) Proximity to 3 regional centres (Ulyanovsk, Penza, Saransk) with a total population of more than 3 million people.
        3) Presence of a large railway junction (station "Inza"), which is passed through by trains from Moscow to the Ural, the largest cities of the Volga region and Central Asia.
        4) Availability of a network of highways providing the shortest routes between a number of regional centres.
        5) Low cost of rent and utilities.

        The beginning of creation of Industrial Park "Inza" is dated 2020 from the moment of adoption of the Resolution of the Government of the Russian Federation dated 23.11.2020 № 1901 "On creation of the territory of advanced social and economic development territory "Inza" and signing of the Agreement on creation of TASED "Inza"  on the territory of the municipal formation "Inza urban settlement" of Inza district of Ulyanovsk region dated 09.12.2020 No. C-211-CG/D14,

         TASED "Inza" was established in accordance with the Federal Law of 29.12.2014 No. 473-FZ "On territories of advanced social and economic development in the Russian Federation" and Resolution of the Government of the Russian Federation of 22.06.2015 No. 614 "On the peculiarities of creation of territories of advanced social and economic development on the territories of monoprofile municipalities of the Russian Federation (single-industry towns)".

         Industrial park “Inza” is a mixed-type industrial park, i.e. "greenfield" - created on previously undeveloped territory and partially provided with engineering and transport infrastructure at the time of project implementation and "brownfield" - created on the basis of previously existing enterprises or production facilities.

        To date, the project of land division and planning of the territory of the industrial park "Inza" has been developed and approved (Resolution of the Administration of the municipal formation "Inza district" from 25.02.2021 №178 "On approval of the project of land division and planning of the territory for placement of the object "Industrial park in the Inza district of the Ulyanovsk region, located near the road "Inza-Nikolsk" in the south-eastern part of the city of Inza (the territory of the former factory of primary wool processing"), the survey of the existing infrastructure has been carried out.

        In 2021, the development of design and estimate documentation for three production buildings with an area of 1,600 m2 each and a motorway to them was started. On 05.09.2022 the object: "Production and warehouse buildings and motor road on the territory of industrial park "Inza" of Inza district of Ulyanovsk region" No. 73-1-1-3-063721-2022 from OAU "Ulyanovskexpertiza" received positive conclusion of the state design documentation expertise. Thus, the actions taken by JSC "Ulyanovsk Region Development Corporation", as well as the industrial, personnel and investment potential of the city with a mono-profile economic structure are sufficient to create a new industrial park and fill it with residents.

        Taking into account the programme of industry support implemented at the federal level through the creation and development of industrial parks, industrial technoparks, as well as the presence of potential demand on the part of business, the Government of the Ulyanovsk region made a decision to create an industrial park "Inza" through the construction of new production buildings. The project operator is Joint Stock Company "Ulyanovsk Region Development Corporation", the managing company of the industrial park.

        2023-2024 Industrial Park “Inza” is going to be accredited by the Ministry of Industry and Trade of the Russian Federation in accordance with the Resolution of the Government of the Russian Federation No. 794 "On Industrial Parks and Management Companies of Industrial Parks" dated 04.08.2015.

        Within the framework of the National project "Small and medium-sized entrepreneurship and support of individual entrepreneurial initiative" the Ulyanovsk region is planning to implement a 2-year project on creation of the industrial park "Inza" by means of construction and installation works of three production - warehouse buildings with the area of 4800 m2 on the land plot with the cadastral number 73:04:030150:485 (14721 m2, land category – urban, type of permitted use - for production needs) in 2023-2024.

        To date, one letter of intent has been signed with a small and medium-sized business entity willing to operate in one of the production and storage buildings on the territory of the park. The resident plans to produce garden and complex furniture.

        In total, the concluded agreements confirmed 31% of the leasable area of the buildings under construction on the territory of Industrial Park “Inza”. We continue to attract potential residents to the Park. Lease agreements will be signed as production and warehouse buildings are constructed. To date, 3300 square metres (69%) of the leasable area of the production and warehouse buildings under construction in the territory of the Inza Industrial Park is available. Also a land plot with cadastral number 73:04:030150:479 (area 10,43 ha) is provided for placement and industrial production of potential residents. At the moment 87.4 per cent of the land plot area is available.

        In total, by 2025 about 6 agreements of intent to invest in the creation of production facilities and corresponding lease agreements for the remaining parts of the buildings will be concluded. The potential occupancy rate of the facilities under construction by 2025 will be 100%.     

        In order to form the park boundaries,  JSC “Ulyanovsk Region Development Corporation” now has the lease rights for:

land plot with cadastral number 73:04:030150:485 with the area of 1.47 hectares for the construction of three production and warehouse buildings.
land plot with cadastral number 73:04:030150:479 with the area of 10,43 hectares for future construction.

        During the formation of the industrial park in accordance with the requirements of the legislation of the Russian Federation in 2021 the project of planning and land surveying of the park territory was developed and approved: "Industrial park in Inza district of the Ulyanovsk region, located at the motor road "Inza-Nikolsk" in the south-eastern part of the town of Inza (territory of the former factory of primary wool processing). The territory of the industrial park "Inza" is directly adjacent to the regional road 73 OP RZ R-049 Inza-Oskino-border of the region, road category III.

        The motorway on the territory of the park is designed in accordance with the consent №54/2021, issued by the letter from 07.12.2021 №2872 OGKU "Department of highways of the Ulyanovsk region", received a positive conclusion of the state expert examination of design documentation and results of engineering surveys in regional autonomous enterprise "Ulyanovskgosekspertiza" from 05.09.2022 №73-1-1-3-063721-2022.

        The territory of the park is provided with transport communication with the nearest settlements: Inza town, Oskino village and Podgorny settlement of Inza district. Four regular public transport routes run along the territory of the park.

        The park does not have its own power generation facilities, however, there is a substation with two transformers (630 kW each) located on the territory of the park - Ulyanovsk Distribution Networks, a branch of PJSC “ROSSETI Volga”, to which residents can be connected.

        Also, a high-pressure gas pipeline with a boiler house and heating networks runs through the territory and near the park boundary. There is a technical possibility to connect residents to the networks of household and drinking water supply, household substation (LLC "Sphera" (Water supply capacity 391 m3/day Water disposal capacity 391 m3/day) and storm sewerage with treatment facilities.

       A company can become a resident of the industrial park "Inza" by submitting an application and then concluding a lease agreement for production areas.

        The most optimal form of placement on the new areas of the industrial park for potential residents is the conclusion of a lease agreement, according to which the landlord prepares premises for the tenant, provides connection of its production and auxiliary equipment to engineering networks. The term of the lease agreement can be set for several months or several years by mutual agreement of the parties. During the period of the lease agreement, the resident pays a fixed part of the rent and compensates the management company for the amount of utilities consumed.

        Advantages of this form of cooperation: it allows to get the characteristics of the premises that are most suitable for the project implemented by the company; access to the engineering infrastructure of the park; promptness of changing the size of the leased space in case of growth/reduction of the production size.

         JSC “Ulyanovsk Region Development Corporation” provides residents of the industrial park, including new buildings, with:

        equal access to engineering, utility, transport infrastructure facilities, as well as guarantees the stability of energy resources supply in the quantities declared by residents;

        ongoing control and operation of infrastructure facilities, maintaining them in a workable condition;

        consulting support on residents' participation in federal and regional programmes, tax benefits and subsidies provided for by the current legislation.

        In the following years the development of Industrial Park “Inza” will be carried out through the development of vacant land plots and placement of small and medium-sized businesses on them.
