JSC PSEZ Ulyanovsk

Port Special Economic Zone “Ulyanovsk” was established in accordance with the Decree of the Government of the Russian Federation No. 1163 of 30 December 2009 on the territory adjacent to the “Ulyanovsk-Vostochny” International Airport.

The PSEZ is the only SEZ in Russia that has access to the international airport infrastructure and aviation infrastructure on its territory.

The following types of activities are developed in the Ulyanovsk PSEZ: production, maintenance, repair and modernisation of aviation equipment; logistics, warehousing, wholesale trade; mechanical engineering; simple assembly and other operations.

Special Economic Zones (SEZs) are a large-scale federal project aimed at the development of regions by attracting direct Russian and foreign investment in high-tech sectors of the economy, import-substituting industries and tourism. In order to attract investment in SEZ territories, preferences are provided, which reduce investor costs by up to 30%.
SEZ residents (participants) are granted substantial tax incentives and receive full administrative support from authorities at all levels. Land plots are leased at a low rate, and after the investor implements the project, they are purchased at cadastral value.

The construction of infrastructure and connection to utilities are financed from the federal and regional budgets. SEZ territories (except for tourist ones) are free customs zones, which makes it possible to import foreign goods into their territory without paying duties and VAT.

Ulyanovsk is located in the centre of the European part of Russia at a distance of 850 East from Moscow.
The SEZ is adjacent to the “Ulyanovsk-Vostochny” International Airport, which accepts all types of aircraft without weight restrictions.

The railway runs along the SEZ border. The nearest railway station "Verkhnyaya Terrasa" is 16 km away.

The nearest federal motorway is 7 km away.

The nearest regional road is 0.5 km away.

Ulyanovsk is located on the bank of the Volga River. Through the system of rivers and canals cargoes from the Black and Baltic seas can be delivered to the city. The distance from SEZ to the nearest river cargo port is 21 km.
