In 2015, the Government of the Ulyanovsk region, together with Ulyanovsk Center for Technology Transfer (Ulnanocenter, a subsidiary of the Rusnano Group in the territory of the Ulyanovsk Region), and other Russian and foreign partners began to implement a project to create in the Zavolzhsky District of the city of Ulyanovsk and Cherdaklinsky district of the Ulyanovsk region of the innovation cluster "The Big Technological Valley".
The project involves the construction of an area of about two thousand hectares of the "City of Knowledge" in which high-tech enterprises, business incubators, pilot plants, as well as a technocampus will be located, which will include educational and scientific organizations, as well as residential areas and complexes for comfortable living of students, Scientists and employees of enterprises of investors. It is planned that the "Big Technological Valley" will include the Industrial Park "Zavolzhye", the special economic zone of the port type "Ulyanovsk" and the airport "Vostochny", as well as the promising special economic zone of the industrial-production type, which is planned to be formed already in 2018.
The basis of the new cluster is made up of two innovative territorial clusters of the Ulyanovsk region, consisting of the List of Innovative Territorial Clusters, approved by the Government of the Russian Federation on August 28, 2012. DM-P8-5060:
